To provide leadership in the implementation of the company’s HSE standards at Project site; to plan, implement and supervise the onsite HSE program and ensure compliance with the company philosophy.
Prepare the Project Site Safety Management Plan (PSSMP) as per PTS HSE guidelines & standards;
Update the Safety and Health Manual in line with any local requirements or follow-up on recommendations of safety committees or relevant authorities
Establish and ensure implantation of best safety practices
Advise Management on all matters pertaining to safety and health including compliance with local Legislation’s on safety and health
Brief and instruct sub-contractors on the safety and health procedures and instructions that they and their employees are required to comply with
Writes job / project specific Safety plans/ procedures ; schedules jobsite visits and safety audits
Design and implement ‘Emergency Response Site Safety Plan’ and communication cascade
Design and implementation of ‘Work Permit’ system for all project/site related construction/operation activities
Effective coordination and leadership of the HSE Supervisors/ HSE Representative of all individual contractors/suppliers during the course of their activities at project site
Controls hazardous working conditions and unsafe employee practices through site visits, safety plans, and education of all supervisory personnel
Deploy Safety personnel to monitor and maintain safety and health, prevent and fight fires, respond to accidents and control environment pollution
Ensure that all personnel have received appropriate safety and health training as stipulated in HSE manual
Ensure that safety standards are maintained and continually seek ways to improve safety standards
Plan and implement safety and health programs and promotional activities (e.g. inspections, campaigns and competitions) that will improve safety and health awareness
Establish and maintain a system incident reporting, investigation and analysis as stipulated in the HSE manual
Investigate and complete the process for close out of all Accident Investigation reports and prepare/submit lessons learned to the Project Manager for promulgation to the management
Conduct Safety Department Review at least once every quarter to review the achievements of the Safety and Health Objectives and improvements to the HSE manual
Investigate and report all report able accidents: internally to relevant persons, and externally to the relevant authorities
Analyze and review all ‘nearly missed’ incidences and sharing of ‘lessons learnt’ with all the concerned departments
Maintain relevant safety records, records and certificates required
Coordinates with insurance carrier’s assessment/claim settlement officials.
Special Skills & Knowledge
Good interpersonal and communication skills.
Ability to recognize onsite risk factors and take appropriate action with firmness and tact.
Understand that “Safety is an important element of project implementation.
Certified First Aid/CPR Trainer status preferred.
Sense of responsibility and ownership for project.
Minimum 8-10 years relevant experience with regard to HSE implementation in construction projects with emphasis on construction of process plant and/or industrial safety.
Understanding of applicable statutory, state, local and company regulations
Strong Passion in HSE.
